The second problem is geometry. Victorian and Edwardian buildings, converted flats, and mid-block infill share party walls and floor assemblies, which means a loss in one unit becomes a loss in two or three. That changes the job immediately: containment, coordination with neighboring owners or the HOA, and documentation that separates whose damage is whose before anybody's adjuster starts asking.

Then there is what sits below. Garages, storage, and in-law units below grade take on water from storm drains, sidewalk vaults, and hillside runoff during winter rain, and the electrical serving them is usually the first thing submerged.
