Your neighbor downstairs will discover this whether you tell them or not, and the difference between telling them in the first hour and having them find a stain at breakfast is the difference between a shared problem and a dispute. Same for the HOA or the building manager: report it in writing the same day, even if you are certain it is entirely inside your own walls. That timestamp is what protects you when two carriers start deciding whose damage is whose.

Then the practical part. If the main valve for your unit will not close, the SFPUC can shut the service at the street, and older buildings sometimes have the only working valve in the basement or the sidewalk vault rather than in the unit. Do not go into a flooded garage or basement to find it. Below-grade space in this city is where the electrical usually is, and it is the first thing under water.
