How to check any contractor in two minutes.

Restoration is sold at the worst possible moment, to people with no time to compare, which is exactly the market unlicensed operators work. This is the check, and it costs nothing.

  1. 01

    Get the licence number before the visit

    California requires it on contracts, estimates, and advertising. A company that will not give you a number over the phone has answered the question.

  2. 02

    Look it up on the CSLB register

    cslb.ca.gov, Check a Licence. Search by number, by business name, or by personnel name. Free, public, and it takes under a minute.

  3. 03

    Read four fields, not one

    Status must say active. Classifications must include what your job needs. The bond must be current. Workers compensation must be in force or a valid exemption on file.

  4. 04

    Check the name matches

    The licensed entity name should match the name on the contract and the truck. A mismatch usually means you are contracting with someone other than the licence holder, which is where recourse quietly disappears.

  5. 05

    Look for the extra sections

    The record shows any judgments, citations, or prior suspensions. Most licences are clean; the ones that are not are worth ten seconds of reading.

  6. 06

    Ask for a certificate of insurance

    Issued to you, for your project, by the insurer rather than by the contractor. Any legitimate company does this routinely.

Insurance

General liability and workers compensation in force. A certificate of insurance naming your property is issued on request for any project, direct from the insurer. We do not publish policy numbers, because a policy number in public is the raw material for somebody forging a certificate in our name.

The Question To Ask

Not "are you licensed". Ask what for.

Drying a house out is not a classified trade in California, so a mitigation company can operate without a contractor licence at all and answer "yes" quite honestly. Removing and replacing building materials is contracting, and that needs a licence with the right classification. A company that dries but cannot rebuild is not doing anything wrong. It just means somebody else finishes your project, and you are the one holding both ends.

C-10 is the California electrical contractor classification. B is general building, which is what allows a company to take on a project involving two or more unrelated trades, which a rebuild always does. Mitigation, the drying part, can be performed without either. Putting your house back together cannot. That is the licensing line most restoration companies stop at.

Partly, and it is the loophole worth understanding. Cleaning and drying is not itself a classified trade, so a company can perform mitigation without a contractor licence. The moment the work involves removing and replacing building materials, it is contracting, and California requires a licence for work over the statutory threshold. So the question is never "are you licensed", it is "what are you licensed to do, and who does the rest".

The Institute of Inspection, Cleaning and Restoration Certification. It writes the standards this trade works to, principally S500 for water damage and S520 for mold, and it certifies technicians against them. It is a certification body, not a government licence, so it does not replace CSLB. What it tells you is that the crew was trained against a published standard rather than against one company’s habits.

Because if an uninsured worker is injured on your property, the exposure can land on you and your homeowners policy. It is one field on the CSLB record, it takes ten seconds to check, and it is the single most consequential thing most people never look at.

The contractor licence bond is a limited financial guarantee that exists mainly for the benefit of consumers and the state where a contractor violates licence law. It is not the same thing as insurance and it is not a large sum. Treat it as a baseline requirement rather than as meaningful protection, and treat general liability insurance as the thing that actually matters.
